I wish, but it's kind of a session based TCP protocol with no "file" to speak of - only addresses, a header and body.

With a protocol reference, sending an email with netcat manually is trivial, unfortunately most mail servers will refuse to accept email sent via that method.

Due to MIME and the huge amount of inflation base64 results in, any emails with attached files are hardly minuscule.

Indeed email should just be files transmitted encrypted over the internet anonymously via rsync or a similar file transfer protocol, but we can't have that can we?

Yeah, I host my own email server and set it all up in my free time, so I don't buy it that it's too complicated for a *government* to do, lol.
The problem isn't the technical side, it is the fact that the largest providers don't play nice with outsiders and your email will end up undelivered or in spam

I had to make sure that the IP is removed from some blacklists because it was from a cheap VPS provider but after that things seemed to be fine. Delivering to GMail was never an issue, for example. I'm pretty sure Hotmail also didn't cause any major issues. Only some German provider (don't remember if it was GMX or Web.de) had their own special blacklist where I needed to contact them specifically.

It's certainly not the easiest thing in the world but if you have a sysadmin who knows what they're doing and you give them a couple weeks to sort it out, it should be fine.
