Dans son livre La civilisation de l’Empire inca, Rafael Karsten, professeur à l’université de Helsingfors, écrit, confirmant en cela d’autres historiens et d’autres témoignages : <blockquote>« Lorsqu’ils effectuaient la conquête d’un territoire possédé, par un village ou un groupe de villages, ils (les Incas) en faisaient trois parts : l’une était réservée au dieu-soleil, c’est-à-dire à un usage religieux, et le revenu, ou à plus exactement parler, les produits naturels, étaient affectés à l’entretien des temples et des prêtres. L’une des deux autres devenait propriété royale, et la troisième était répartie entre les familles d’après des principes déterminés, c’est-à-dire d’après l’importance de ces familles dans la collectivité tribale, ou aylu. »</blockquote> Ajoutons que l’Inca, homme-dieu, constituait, avec son personnel adéquat, l’appareil religieux, si bien que, pratiquement, les deux-tiers du revenu et de la propriété allaient à l’État. Et le sort du peuple était épouvantable. Il n’y avait pas de propriété privée alors au Pérou, mais capitalisme d’État, et exploitation des masses d’une genre différent que celle que nous connaissons actuellement. Sous des formes variées, cette possibilité s’est reproduite ailleurs. Elle peut se reproduire, et se reproduit aussi dans les pays dits communistes.
