@danie10 Indeed. And the comment from @circfruit about most businesses avoiding official #procurement also rings true.

That's why the recommendations many of us have put forward are about creating an environment that forces those bidding to use open source, to maintain their solutions openly, to engage correctly in communities and to invest in skills in Europe. Simplistic #OpenSource mandates are worth little, as we have seen in the places they have been attempted.
