Norway is still fairly neoliberal and probably has domestic adtech companies making up a big part of the tech industry same as rest of Northern Europe.
Interesting to note the devs of the Qibla/Muslim prayer app (which presumably *has* to use GPS in order to work as intended) choose not to share the data, whereas the LGBT+ hookup and menstruation/fertility apps do...
